State grants for education

Attention applicants!

Applicants enrolled in contract-based studies will be able to receive state grant certificates between September 15 and October 25.

Everyone eligible for a grant will receive a notification in the "Diia" app about their generated certificate. To receive the grant, the student must confirm their desire to use the grant in "Diia".

If an applicant is enrolled in contract-based studies for multiple higher education degrees, several certificates will appear in "Diia". In such a case, it is necessary to select and confirm only one of them, to which the state grant will be assigned.

Attention applicants!

Certificates for obtaining state grants for applicants admitted on a contract basis will be available from September 15 to October 25.

For each person who is eligible for a grant, in the «Diia» app there will be a notification about the generated certificate. To receive the grant, the student must in «Diia» confirm their intent to use the grant.

If an applicant is admitted on a contract to pursue several higher education programs, the «Diia» app will display several certificates. In this case, it is necessary to select and confirm only one of them, for which the state grant will be awarded.

A state grant for higher education (hereinafter referred to as a state grant) is state support for a citizen to obtain higher education through co-financing of studies under a contract. A state grant is non-repayable assistance, so it does not involve any additional obligations, such as mandatory employment.

Starting from 2025, the base amount of grants is:

• 17 thousand hryvnias — 1st level grant for applicants with scores of 150+ in two NMT subjects (140+ scores for applicants entering specialties that are provided with special support);
• 25 thousand hryvnias — 2nd level grant for those who scored 170+ in two NMT subjects.

Only applicants who were not offered a state-funded place based on the selection algorithm can receive a grant.

• Requirements for higher education students to receive state grants in 2025:

  1. The student has enrolled in the first year of study for a bachelor's degree on a full-time or dual form of education this year and has concluded a study agreement with the educational institution. The student has not previously obtained a first (bachelor's) level of education at the expense of the state (local) budget.
  2. The student is enrolled in studies based on the results of a competitive selection based on a competitive score, formed taking into account the result of entrance examinations conducted using the organizational and technological processes of the external independent evaluation (NMT), and has received scores of at least 150 in two subjects (140 scores for students of specialties provided with special support) (first-level grant) or at least 170 scores (second-level grant).
  3. The student is enrolled in studies at places funded by individuals, and an agreement has been concluded between the educational institution and the individual ordering the paid educational service, assuming financial obligations for paying for the student's education.
  4. The student has started their studies (the student has begun attending classes) according to the educational process schedule.
  5. In the event that a student has not completed previous studies under a state or regional order for a bachelor's degree (i.e., they were expelled) and is applying for a grant, they must reimburse the state or local budget for the funds spent on paying for specialist training services, for which they must:
     1. contact the head of the higher education institution to which they are enrolled for re-obtaining a bachelor's degree regarding the determination of the reimbursement amount. At the same time, based on the academic transcript from the previous place of study, ECTS credits for which the student is certified may be credited upon request;
     2. reimburse the funds to the state or relevant local budget no later than September 15 of the relevant academic year;
     3. provide supporting documents regarding the reimbursement of funds to the higher education institution within five calendar days after making the payment.
  6. In the event that a student has not completed their studies at the first (bachelor's) level and was receiving a grant, they may apply for it upon re-enrollment, but will receive it starting from the year of study from which they were expelled.
   

State grant for obtaining higher education (hereinafter — the state grant) — government support for a citizen to obtain higher education through co-financing study under contract terms. The state grant is a non-repayable assistance, therefore it does not imply additional obligations, such as service obligations.

From 2025, the base grant amounts are:

• 17 thousand hryvnias — Level 1 grant for entrants with results of 150+ points in two NMT subjects (140+ points for entrants entering specialties that receive special support);
• 25 thousand hryvnias — Level 2 grant for those who scored 170+ points in two NMT subjects.

Eligible for the grant are only entrants who have not previously been offered a budget-funded place by the selection algorithm.

• Requirements for graduates of higher education to receive state grants in 2025:

  1. The student enrolled in the first year of study for the attainment of the educational degree of bachelor through full-time or part-time study this year, entered into a training agreement with the educational institution. The student has not previously obtained the first (bachelor's) level of education funded by the state (local) budget.
  2. The student is enrolled for study on the basis of the competitive selection score, formed considering the results of entrance examinations conducted using organizational and technological processes of the External Independent Evaluation (NMT), and has received from two subjects scores of at least 150 points (140 points for entrants to specialties receiving special support) (first-level grant) or at least 170 points (second-level grant).
  3. The student is enrolled for study on places funded by private individuals, and a contract between the educational institution and the private individual ordering the paid educational service has been concluded, taking on financial obligations to pay for the applicant's education.
  4. The student has begun studies (started attending classes) in accordance with the educational process schedule.
  5. In case the student did not complete the previous education under state or regional order for the bachelor’s degree (i.e., was expelled) and applies for a grant, he must reimburse to the state or local budget the funds spent on paying for training services, for which he must:
     1. contact the head of the higher education institution to which he is enrolled for retraining for the purpose of determining the amount of reimbursement. Based on an academic certificate from the previous place of study, credits of the ECTS, for which the applicant has been certified, may be credited to him at his request;
     2. reimburse the funds to the state or the respective local budget no later than September 15 of the corresponding academic year;
     3. provide confirming documents of the reimbursement to the higher education institution within five calendar days after making the payment.
  6. In case the applicant has not completed studies at the first (bachelor) level and has nonetheless received a grant, he may claim its provision upon enrollment, but will receive it from the academic year from which he was expelled.
