For entrants from the temporarily occupied territory
The Ministry of Education and Science of Ukraine has developed documents that significantly simplify the process of obtaining a Ukrainian education for applicants whose place of residence is in temporarily occupied territories.
The Procedure for Admission to Higher Education in 2024 stipulates that applicants based on complete general secondary education (11th-grade graduates) and graduates of vocational colleges and technical schools whose place of residence as of February 24, 2022, was declared (registered) in a temporarily occupied territory, or in settlements classified as territories of active hostilities (active hostilities where state electronic information resources are operational) as of July 1, 2024, or whose temporary occupation by the Russian Federation ended after January 1, 2024, and who are currently residing there or have internally relocated from there in the calendar year of admission, enjoy the following rights:
- enrollment in higher education institutions based on the results of an interview instead of the results of the National Multi-subject Test (NMT/ZNO) (the interview can be organized in a remote format if necessary);
- enrollment in higher education institutions for state-funded spots within established quotas or transfer to vacant budget-funded spots.
The following persons have the right to apply through educational centers:
- those who have a Ukrainian education document (distance or external form of education);
- those who do not have a Ukrainian education document;
- those who took the ZNO/NMT and have valid certificates from 2021, 2022, 2023, and 2024;
- those who did not take the ZNO/NMT.
Based on the proposed procedure, a new, significantly simpler path is opened for children from temporarily occupied territories to obtain certificates and enroll in higher education institutions in Ukraine.
To this end, the "Donbas-Ukraine" and "Crimea-Ukraine" educational center operates at the admissions office of the Central Ukrainian National Technical University.
The main task of the "Donbas-Ukraine" and "Crimea-Ukraine" educational center is to provide support and assistance to applicants residing in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, the temporarily occupied territory of certain districts of the Donetsk and Luhansk regions, and the territory of settlements on the contact line, in obtaining a certificate of complete general secondary education and enrolling in the Central Ukrainian National Technical University.

The admission procedure for pursuing higher education in 2024 provides that entrants on the basis of full general secondary education (graduates of 11th grade schools) and graduates of vocational colleges and technical schools, whose place of residence as of 24 February 2022 has been declared (registered) on a temporarily occupied territory, or in settlements designated to the territory of active hostilities (active hostilities, on which state electronic information resources operate) as of 01 July 2024, or whose temporary occupation by the Russian Federation ended after 01 January 2024 and who reside there or have undertaken internal displacement from it in the calendar year of admission, enjoy the following rights:
- enrollment in higher education institutions based on the results of an interview instead of the results of the National Multisubject Test (ZNO) (the interview, if needed, can be organized in a remote format);
- enrollment in higher education institutions on state-funded places within the established quotas or transfer to vacant budget places.
Persons who have the right to enroll through educational centers are:
- have a Ukrainian document of education (distance or external form of obtaining education);
- do not have a Ukrainian document of education;
- took ZNO/NMT and will have the corresponding certificates for 2021, 2022, 2023 and 2024;
- have not taken ZNO/NMT.
Under the proposed order, children from temporarily occupied territories are opened a new, significantly simpler path for obtaining the certificate of complete general secondary education and admission to higher education institutions on the territory of Ukraine.
For this purpose, at the Central Ukrainian National Technical University under the admissions committee operates the educational centers "Donbas-Ukraine", "Crimea-Ukraine".
The main task of the educational centers "Donbas-Ukraine", "Crimea-Ukraine" – support and assistance to applicants who reside on the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, the temporarily occupied territory of certain districts of Donetsk and Luhansk regions, the territory of settlements on the line of contact, in obtaining the certificate of complete general secondary education and admission to the Central Ukrainian National Technical University.
