What is a "winter admission" to the zero year?

It is an intensive preparatory program at a higher education institution before enrolling in the first year. It helps to brush up on key subjects, get used to the pace of study, and prepare for the NMT (National Multi-Subject Test).

What are the deadlines for submitting applications for the zero year at a higher education institution?

You can apply by filling out the google-form from January 9 to February 5.

What is the format of study (in-person/remote) and where do classes take place?

The format, address(es) or platform, and attendance requirements are currently under development.

What is the duration of the program and what does the schedule look like?

The total duration of the program is 4 months.

What documents are required to submit an application?

To obtain the status of a student of the preparatory department of a higher education institution, individuals must submit an online application through the official website of the higher education institution, indicating:

• surname, first name, patronymic (if available), date of birth, passport details;
• details of the document on complete general secondary education, if such details are contained in the Register of Education Documents of the Unified State Electronic Database on Education (hereinafter - Unified Electronic Database); or information about providing a certified copy of a document, information about which is absent in the specified Register; or information about the issuance of a certificate of study in the final year of study at an institution of general secondary education, vocational education, or professional pre-higher education;
• the category of participants in the experimental project provided for in paragraph 4 of the Procedure, and details or information about providing electronic copies of the originals of supporting documents;
• a chosen academic subject (in case of choosing a foreign language, the language must be additionally selected from the proposed list);
• source of funding (at the expense of the state budget in cases defined by this Procedure or at the expense of individuals and/or legal entities).

In case of studying at the expense of individuals and/or legal entities, a corresponding agreement (contract) regarding financial obligations for tuition payment is concluded. The agreement (contract) regarding financial obligations for tuition payment can be concluded remotely with the application of qualified electronic signatures, in particular by accepting a public offer.

To the application in electronic form, the person attaches a motivation letter together with attachments, which are sent by them to the email address specified by the higher education institution.

Are there limits on the number of places and how are participants selected?

Limit of places: up to 20 people per group.

Participants of the experimental project are higher education institutions and citizens of Ukraine of the following categories:

1. residents of territories of Ukraine temporarily occupied by the Russian Federation, territories of active hostilities (territories of active hostilities where state electronic information resources function), territories of possible hostilities included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the order of the Ministry of Reintegration dated February 28, 2025, No. 376, who were unable to participate in the admission campaign;
2. persons deprived of personal liberty as a result of armed aggression against Ukraine, after their release;
3. persons discharged from military service of all categories after February 24, 2022;
4. citizens of Ukraine who are performing military service, who have the opportunity, desire, and consent of the command;
5. citizens of Ukraine who have returned from abroad;
6. citizens of Ukraine who are abroad;
7. persons registered to participate in the national multi-subject test who did not appear for the testing and at the same time do not belong to the categories of persons specified in paragraphs 1-5;
8. persons who unsuccessfully passed the national multi-subject test;
9. graduates of the final year of study of institutions of general secondary education, vocational education, professional pre-higher education.

Are there budget-funded places and/or other funding conditions?

Sources of funding:

• at the expense of the state budget in cases defined by the Procedure;
• at the expense of individuals and/or legal entities: 1800 UAH/month for 4 subjects.

Where will the results be published and what are the next steps after completing the course?

Graduates of the preparatory department are considered to be persons who have fully completed the curriculum, mastered the programs of the relevant disciplines, and successfully passed the final assessment.

Graduates of the preparatory department receive a certificate of study at the preparatory department in electronic form with a list of courses of studied disciplines and grades of the relevant final exams.

Graduates of the preparatory department in the year of receiving the certificate, in case of enrollment for higher education at the higher education institution where they underwent training, receive 15 additional points to the competitive score for special academic achievements in specialties that are provided with special support:

Це інтенсивна підготовча програма в закладі вищої освіти перед вступом на перший курс. Вона допомагає підтягнути ключові предмети, звикнути до темпу навчання та підготуватися до НМТ.

Які документи потрібні для подання заявки?

Для набуття статусу слухача підготовчого відділення закладу вищої освіти особи подають через офіційний веб-сайт закладу вищої освіти заяву в режимі он-лайн із зазначенням:

• прізвища, власного імені, по батькові (за наявності), дати народження, паспортних даних;
• реквізитів документа про повну загальну середню освіту, - якщо такі реквізити містяться в Реєстрі документів про освіту Єдиної державної електронної бази з питань освіти (далі - Єдина електронна база); або відомостей про надання засвідченої копії документа, інформація про який відсутня в зазначеному Реєстрі; або відомостей про видачу довідки про навчання на останньому році навчання закладу загальної середньої освіти, професійної освіти, фахової передвищої освіти;
• категорії учасників експериментального проекту, передбаченої пунктом 4 Порядку, та реквізитів або відомостей про надання електронних копій оригіналів підтвердних документів;
• навчального предмета на вибір (в разі зазначення іноземної мови додатково здійснюється вибір мови із запропонованого переліку);
• джерела фінансування (за рахунок коштів державного бюджету у визначених цим Порядком випадках або за рахунок коштів фізичних та/або юридичних осіб).

У разі навчання за кошти фізичних та/або юридичних осіб укладається відповідний договір (контракт) про фінансові зобов’язання щодо оплати навчання. Договір (контракт) про фінансові зобов’язання щодо оплати навчання може бути укладений дистанційно з накладенням кваліфікованих електронних підписів, зокрема шляхом акцептування публічної оферти.

До заяви в електронній формі особа додає мотиваційний лист разом з додатками, що надсилаються нею на визначену закладом вищої освіти адресу електронної пошти.

Учасниками експериментального проекту є заклади вищої освіти та громадяни України таких категорій:

1. жителі тимчасово окупованих Російською Федерацією територій України, територій активних бойових дій (територій активних бойових дій, на яких функціонують державні електронні інформаційні ресурси), територій можливих бойових дій, включених до переліку територій, на яких ведуться (велися) бойові дії або тимчасово окупованих Російською Федерацією, затвердженого наказом Мінрозвитку від 28 лютого 2025 р. № 376, які не змогли взяти участь у вступній кампанії;
2. особи, позбавлені особистої свободи внаслідок збройної агресії проти України, після їх звільнення;
3. особи, звільнені з військової служби усіх категорій після 24 лютого 2022 р.;
4. громадяни України, які проходять військову службу, що мають можливість, бажання і згоду командування;
5. громадяни України, які повернулися з-за закордону;
6. громадяни України, які перебувають за кордоном;
7. особи, зареєстровані для участі в національному мультипредметному тесті, які не з’явилися на тестування і при цьому не належать до категорій осіб, зазначених у п. 1-5;
8. особи, які неуспішно склали національний мультипредметний тест;
9. випускники останнього року навчання закладів загальної середньої освіти, професійної освіти, фахової передвищої освіти.

Чи передбачені бюджетні місця та/або інші умови фінансування?

Джерела фінансування:

• за рахунок коштів державного бюджету у визначених Порядком випадках;
• за рахунок коштів фізичних та/або юридичних осіб – 1800 грн/місяць за 4 предмети.

Де оприлюднюватимуться результати та наступні кроки після завершення курсу?

Випускниками підготовчого відділення вважаються особи, які повністю виконали навчальний план, засвоїли програми відповідних дисциплін та успішно склали підсумкову атестацію.

Випускники підготовчого відділення отримують свідоцтво про навчання на підготовчому відділенні в електронній формі з переліком курсів вивчених дисциплін та оцінок відповідних випускних екзаменів.

Випускники підготовчого відділення в рік отримання свідоцтва в разі вступу на навчання для здобуття вищої освіти до закладу вищої освіти, в якому вони проходили підготовку, отримують 15 додаткових балів до конкурсного балу за особливі успіхи у навчанні, на спеціальності, яким надається особлива підтримка:
