Information on the Rights and Obligations of Foreign Citizens during Their Stay in Ukraine, Established by the Legislation of Ukraine
The legal status of foreigners in Ukraine, the fundamental rights and obligations of foreign citizens and stateless persons residing or temporarily staying in Ukraine, as well as the procedure for resolving issues related to entry into or exit from Ukraine, are determined by the Constitution of Ukraine and the Law of Ukraine of February 4, 1994, “On the Legal Status of Foreigners.”
Foreign citizens and stateless persons enjoy the same rights and freedoms and bear the same obligations as citizens of Ukraine, unless otherwise provided by the Constitution, other laws of Ukraine, or international treaties of Ukraine.
Foreign citizens and stateless persons are equal before the law regardless of origin, social or financial status, race, nationality, gender, language, religion, occupation, or other circumstances.
If a foreign state imposes restrictions on the exercise of rights and freedoms by citizens of Ukraine, the Cabinet of Ministers of Ukraine may decide to establish a corresponding procedure for the exercise of rights and freedoms by the citizens of that state in the territory of Ukraine. This decision enters into force upon publication and may be revoked if the grounds for its adoption cease to exist.
The exercise by foreign citizens and stateless persons of their rights and freedoms must not harm the national interests of Ukraine, nor infringe upon the rights, freedoms, and legitimate interests of its citizens and other persons residing in Ukraine.
Foreign citizens and stateless persons are obliged to respect the Constitution and comply with the laws of Ukraine, as well as to respect the traditions and customs of the Ukrainian people.
Foreign citizens and stateless persons have the right to rest on equal terms with the citizens of Ukraine.
All other foreign citizens and stateless persons pay for their education, unless otherwise provided by the legislation of Ukraine or international treaties of Ukraine.
Foreign citizens and stateless persons admitted to educational institutions of Ukraine have the rights and obligations of pupils and students in accordance with the legislation of Ukraine.
Foreign citizens and stateless persons have the right to enjoy cultural achievements on equal terms with the citizens of Ukraine and are obliged to carefully preserve historical and cultural monuments and other cultural values.
Foreign citizens and stateless persons are guaranteed the right to freedom of conscience on equal terms with the citizens of Ukraine.
Incitement of religious enmity and hatred, as well as insulting the feelings of citizens of Ukraine, foreigners, or stateless persons in connection with their religious beliefs, is prohibited.
Foreign citizens and stateless persons have the same rights and obligations as citizens of Ukraine in matters of marriage and family relations: they may enter into and dissolve marriages with citizens of Ukraine and other persons in accordance with the legislation of Ukraine.
The legislation of Ukraine guarantees to foreign citizens and stateless persons the inviolability of the person and home, non-interference in personal and family life, the secrecy of correspondence, telephone conversations, and telegraph communications, and respect for their dignity on equal terms with the citizens of Ukraine.
Foreign citizens and stateless persons who legally reside in the territory of Ukraine are guaranteed freedom of movement, free choice of residence, and the right to freely leave the territory of Ukraine, except for restrictions established by law.
The exercise by foreign citizens of their rights and freedoms must not harm the national interests of Ukraine, nor infringe upon the rights, freedoms, and legitimate interests of its citizens and other persons residing in Ukraine.
Information on the Procedure and Conditions of Departure from Ukraine
Foreigners and stateless persons may leave Ukraine with valid passport documents.
Foreigners and stateless persons who have been granted refugee status in Ukraine enjoy the same rights as citizens of Ukraine to freely leave the territory of Ukraine, except for restrictions established by law.
A foreigner or stateless person shall not be permitted to leave Ukraine if:

an inquiry or pre-trial investigation is being conducted, or a criminal case is under consideration by the court – until the completion of the proceedings;
-
they have been convicted of a crime – until the sentence has been served or they have been released from punishment;
-
their departure is contrary to the interests of Ukraine’s security – until the circumstances preventing departure cease.
The departure of a foreigner or stateless person from Ukraine may be postponed until they fulfill property obligations towards natural and legal persons in Ukraine.
Information on Medical Services for Foreign Students under an Insurance Policy
Foreign citizens are required to have a health insurance policy for the provision of emergency medical care. The cost of the insurance policy is determined by an agreement with an insurance company.
Students must undergo an annual medical examination and be tested for HIV infection, and students from African countries must also be tested for malaria.
The health insurance policy for foreigners temporarily residing in Ukraine is one of the mandatory documents to be presented to the competent authority if you wish to obtain a temporary residence permit in Ukraine or extend its validity.
Insurance for emergency medical assistance to foreigners in Ukraine is required and is issued only by certain insurance companies. However, when applying for a temporary residence permit, regardless of nationality, a health insurance policy is mandatory.
Information on Receiving Medical Services Not Covered by the Insurance Policy
Foreigners have the right to seek medical care at any medical institution in Ukraine.
Foreigners enjoy the same rights as citizens of Ukraine; therefore, they may apply to a municipal or private hospital at their own discretion, or to the medical unit of their higher education institution.
Accommodation
Foreign students reside on the territory of the student campus in Dormitory №4, a nine-storey, section-type building (8 Universytetskyi Avenue). The dormitory provides all necessary conditions for comfortable living.
Each section consists of two rooms designed for two and three residents respectively, a bathroom, and a hygiene room. The rooms are furnished with the essential furniture: beds, bedside tables, a desk, and chairs.
Each floor has a kitchen equipped with electric stoves. Shower rooms are located on the first floor.
Leisure
Central Ukrainian National Technical University places strong emphasis on the development of physical culture and sports. International students have the opportunity to improve their skills in 12 sports clubs covering various types of sports.
Foreign citizens are provided with assistance in social and cultural adaptation. Various extracurricular activities are organized to help them learn more about Ukraine, its culture, and its people.
The infrastructure of Central Ukrainian National Technical University ensures favorable conditions for education, accommodation, sports, and student leisure.
