State aid for the education of the children of individuals who defended the independence and territorial integrity of Ukraine

On March 25, 2025, entered into force the Cabinet of Ministers of Ukraine Resolution of March 14, 2025, No. 318, by which the Procedure for implementing the experimental project on providing state educational assistance for education to children of certain categories of persons who defended the independence, sovereignty and territorial integrity of Ukraine was approved.

According to the Procedure, state educational assistance is a one-time targeted non-repayable financial assistance funded from the state budget; it is provided in the 2024/25 or 2025/26 academic year to applicants for professional pre-higher, higher education - Ukrainian citizens who study in full-time (day) and part-time forms of education at places funded by funds of individuals, regardless of the previously obtained education level, who at the time of confirmation of consent to participate have not reached 23 years and belong to the following categories:

1) to children who have the status of a member of the family of a deceased Defender or Defenderess of Ukraine in accordance with Part One of Article 10-1 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;

2) to children of persons with a disability as a result of war, defined by points 11-16 of Part Two of Article 7 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;

3) to children of participants in hostilities, defined by points 19-25 of Part One of Article 6 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;

4) to children of persons who have the status of missing persons under special circumstances in accordance with the Law of Ukraine “On the Legal Status of Persons Missing Under Special Circumstances”;

5) to children of persons in whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established in accordance with the Law of Ukraine “On Social and Legal Protection of Persons in Respect of Whom the Fact of Deprivation of Personal Liberty as a Result of Armed Aggression Against Ukraine, and Members of Their Families”;

6) to children of persons recognized as victims of the Revolution of Dignity in accordance with the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”.

The state assistance fully covers the cost of education, as determined by the educational institution participating in the experimental project, for the academic year in which the student participant in the experimental project is granted state assistance.

Students who are eligible to receive state assistance under this Procedure, must urgently contact the dean's offices to confirm the entry of the relevant information about them into the Unified State Electronic Database on Education (ЄДЕБО), and if necessary provide to the dean's office documents confirming the respective status.
