Admission Campaign 2025


Starting from April 1, 2025, the issuance of invitations for foreign citizens to study will be carried out exclusively through the Unified Interagency Information System.

Applications for admission must be submitted personally by the student through the official state portal: https://apply.studyinukraine.gov.ua/home
(After registration, the student must select our university — Central Ukrainian National Technical University).

Admission requirements and document submission:

  1. An invitation to study is issued on the basis of an electronic application, which the student personally submits on the state portal: https://apply.studyinukraine.gov.ua/home.

  2. After the uploaded documents are verified and a positive decision is made, the University generates an invitation through the Unified Interagency Information System.

  3. The invitation can be independently printed out by the student to present when crossing the state border of Ukraine.

  4. Before being enrolled, the student must provide a certificate of recognition or validation of the educational document, issued by the state enterprise "Information and Image Center" of the Ministry of Education and Science of Ukraine. Such a certificate must be ordered online through the website: https://enic.in.ua.

Documents required for admission of a foreign citizen:

  1. Passport with a notarized translation into Ukrainian.

  2. Copy of all passport pages.

  3. Educational document (certificate, diploma, etc.) with the transcript:

    • original and translation into Ukrainian;

    • apostille or consular legalization (if required);

    • certificate of recognition or validation of the educational document, issued by SE "Information and Image Center" (ordered online: https://enic.in.ua).

  4. Health insurance policy for the entire period of study (mandatory if applying for a temporary residence permit).

  5. Six photos sized 3.5 × 4.5 cm.

All documents must be translated into Ukrainian and notarized.

Procedure for Obtaining a Study Invitation and Issuing an Entry Visa

To enter Ukraine for the purpose of study, foreign citizens need a type “D” visa, which is issued on the basis of a study invitation from a higher education institution (type “D” visa is not required for citizens of Azerbaijan, Armenia, Georgia, Moldova, and Uzbekistan).

The procedure for issuing study invitations in Ukraine is regulated by the Order of the Ministry of Education and Science of Ukraine №1541 dated November 1, 2013.

To make a decision on granting consent for a foreign citizen’s admission, the educational institution evaluates the compliance of the applicant with the admission requirements based on the documents submitted (translated into Ukrainian), including:

  • Application form;

  • Motivation letter;

  • Copy of all pages of the foreign citizen’s passport or another identity document;

  • Copy of the previous educational document with obtained grades (marks) or academic transcript;

  • Copy of independent testing results (if available);

  • Written consent for the processing of personal data;

  • Copy of the certificate of completion of language preparation (if available).

After the study invitation has been issued and received, the applicant must apply to the Embassy of Ukraine in their country or a neighboring country for a study entry visa to Ukraine. The study invitation from CNTU should be attached to the visa application.

Specifics of Admission of Foreign Citizens and Stateless Persons to the Central Ukrainian National Technical University

Admission of foreign citizens and stateless persons to CNTU is conducted in accordance with the Laws of Ukraine “On Higher Education”“On the Legal Status of Foreigners and Stateless Persons”“On Ukrainians Living Abroad”“On Refugees and Persons in Need of Additional or Temporary Protection”, the Resolution of the Cabinet of Ministers of Ukraine №684 dated September 11, 2013 “Some Issues of Admission of Foreign Citizens and Stateless Persons,” and the Order of the Ministry of Education and Science of Ukraine №1541 dated November 1, 2013, registered with the Ministry of Justice of Ukraine on November 25, 2013, under №2004/24536.

Foreign citizens and stateless persons (hereinafter referred to as “foreigners”) may pursue higher education at their own expense or at the expense of legal entities, unless otherwise provided by international treaties of Ukraine ratified by the Verkhovna Rada of Ukraine, national legislation, or agreements between higher education institutions regarding international academic mobility. Admission of foreigners to CNTU at the expense of the state budget is carried out within quotas for foreigners (excluding foreigners and stateless persons, including Ukrainians living abroad who permanently reside in Ukraine, persons recognized as refugees, and persons in need of additional protection). If documents are submitted for non-accredited educational programs (specialties), the fact that the foreign applicant has been informed about the absence of accreditation in accordance with part six of Article 7 of the Law of Ukraine “On Higher Education” is recorded in a written notification and confirmed by their personal signature.

Foreigners arriving in Ukraine for the purpose of study are admitted to CNTU under accredited educational programs (specialties). Admission of foreign students at their own expense or at the expense of legal entities can be carried out:

  • Twice a year, at the beginning and during the academic semesters (but no later than November 1 and March 1, respectively), for obtaining the degrees of Junior Bachelor, Bachelor, or Master;

  • Throughout the year for postgraduate (PhD) studies.

CNTU calculates the applicant’s grades based on the document of the previously obtained educational level and establishes the minimum required scores/grades in general education subjects for entrance examinations.

Admission of foreigners to the corresponding higher education level is carried out based on the results of entrance exams in specified subjects and the language of instruction, and based on academic rights to continue education granted by the document of the previously obtained educational level in the applicant’s country of origin, taking into account grades that allow progression to the next level of higher education in accordance with the legislation of the country that issued the educational document.

All categories of foreign students are admitted to higher education institutions in Ukraine based on official enrollment orders. The fact of enrollment can be confirmed by a certificate generated in the Unified State Electronic Database on Education.

CNTU’s requirements regarding the compliance of foreign applicants arriving in Ukraine for study with the admission criteria for the corresponding higher education levels, as well as the deadlines for submission of applications and documents, the procedure for entrance exams, creative competitions, and enrollment, are specified in the Admission Rules and published on the official university website.

Foreigners who receive state scholarships under international treaties, national programs, or other international obligations of Ukraine are admitted within established quotas for foreigners based on directives from the Ministry of Education and Science of Ukraine.

Foreigners arriving in Ukraine to participate in academic mobility programs or to pursue higher education under agreements between Ukrainian and foreign higher education institutions are admitted in accordance with the contractual obligations of the respective institutions.

Ukrainians living abroad who legally reside in Ukraine and whose status is confirmed by a Ukrainian Abroad Certificate have the same rights to education as Ukrainian citizens, except as provided by the Constitution of Ukraine, laws of Ukraine, or international treaties ratified by the Verkhovna Rada of Ukraine. Ukrainians abroad whose status is confirmed by a Ukrainian Abroad Certificate (except those permanently residing in Ukraine) may be admitted to state-funded education within the established quotas for foreigners through an interview on subjects specified in the Admission Rules.

Foreigners and stateless persons, including Ukrainians abroad permanently residing in Ukraine, refugees, and persons in need of additional protection, have the right to obtain higher education on par with Ukrainian citizens, including at the expense of the state or local budgets.

Admission of foreign citizens and stateless persons is carried out upon submission of the following documents: the applicant personally submits a paper application to the admissions committee.

The application must include:

  • Document (original and copy) of the previously obtained educational (qualification) level used for admission;

  • Annex (original and copy) to the document of the previously obtained educational level, if available;

  • Academic transcript issued by the foreign or Ukrainian institution (if transferring or re-enrolling from the second year, an academic transcript is required);

  • Original and copy of the document containing information on the curriculum of the previous degree, obtained credits, duration of study, and academic performance in subjects when applying for a Master’s or postgraduate program;

  • Copy of all pages of the foreign citizen’s passport or stateless person’s identity document;

  • Health insurance policy, unless otherwise provided by international treaties of Ukraine;

  • Four photographs, 30 × 40 mm;

  • Copy of the Ukrainian Abroad Certificate;

  • For admission to postgraduate studies, a research proposal in the chosen scientific specialty or a certified list of published works and inventions in Ukrainian or English; for doctoral studies, a dissertation plan in Ukrainian or English.

Foreigners admitted under academic mobility programs must submit documents approved by CNTU’s Admission Rules and/or required by international programs and agreements under which mobility is implemented.

Documents listed in items 1–5 must be translated into Ukrainian and notarized.

Documents listed in items 1–4 must be certified in the country of issuance according to the official procedure used in that country and legalized by the relevant Ukrainian diplomatic mission, unless otherwise provided by international treaties of Ukraine. Applications and documents are kept in the personal file of foreign students.

Admission to the Preparatory Department requires documents confirming full secondary education obtained outside Ukraine, certified in the country of issuance according to the official procedure and legalized by the relevant Ukrainian foreign mission, unless otherwise provided by international treaties of Ukraine.

Admission of a foreign applicant to a certain higher education level requires successful completion of entrance examinations (interviews) in the language of instruction and mathematics as the basic discipline of the technical university, and consideration of academic rights to continue education and grades obtained, allowing progression to the next level in accordance with the legislation of the country that issued the educational document.

Educational documents of foreign students issued by institutions in other countries undergo recognition procedures according to current legislation (Procedure for Recognition and Establishing Equivalence in Ukraine of Educational Documents Issued by Foreign Institutions, approved by the Ministry of Education and Science, Youth and Sports of Ukraine, Order №632 dated May 28, 2012, registered with the Ministry of Justice on June 14, 2012, №960/21272, and Order №504 dated May 5, 2015, regarding recognition in Ukraine of secondary, vocational, and professional education documents issued by foreign institutions, registered on May 27, 2015, №615/27060). In case of absence of verification of authenticity of the foreign educational document or obtained level, the student is expelled according to the law.

Students admitted include foreigners and stateless persons who:

  • Have the necessary documents;

  • Passed the interview with the relevant committee;

  • Signed consent for personal data processing;

  • Signed a statement committing to submit documents for the mandatory recognition and equivalence procedure of their educational level;

  • Signed a contract with the university and made tuition payment.

Procedure for Obtaining a Temporary Residence Permit

To obtain a temporary residence permit, foreign citizens or stateless persons who have arrived in Ukraine for the purpose of study must provide the Senior Officer of the Center for Training Specialists for Foreign Countries with the following documents:

  • the foreign citizen’s passport with a type “D-13” visa, unless otherwise stipulated by international treaties of Ukraine;

  • a Ukrainian translation of the passport page with personal data, certified by a translation bureau or notarized;

  • the host institution’s (HEI) obligation to notify the State Migration Service of Ukraine (SMSU) about expulsion;

  • a document confirming the fact of studying in Ukraine (order of admission/enrollment);

  • a medical insurance policy;

  • receipts confirming payment of state duty and services of the State Migration Service.

Before receiving the temporary residence permit, the student must personally visit the SMS Office in the Kirovohrad region (53-a Chmilenka St.).

To register the place of residence, the foreign student must settle in Dormitory №4 of CNTU (8 Universytetskyi Ave.).

After moving into the dormitory, the student must sign the application for residence registration and pay the state duty.
